Obama is moving beyond his predecessors in making war without congressional approval...
Past Presidents have never recognized its Constitutionality, and now Congress is bored by the prospect of actual implementing it. It is meaningless if no Branch of Government will attempt to enforce it, explain it, defend it, or do away with it.
